Not to defend Russia but Novichok was developed between 1971 and 1993
To assume that they are the only country to have the agent now is naive

CBS news (yes, I know) said the couple were dumpster divers-looking for needles and the like to use with their drug problem. First I had heard of this.
I thought it was interesting listening to someone that was actually involved with the program.

That makes far more sense than the Russians leaving a nerve agent just lying around after use, or the Russians killing random junkies a few miles from a Brit chemical weapons facility.
