I don’t think he lived in the District, so either Virginia or Maryland (whichever was his residence) could take it up.

Yep. Charges have to be brought in the jurisdiction where any crime happened. Now, if related crimes were committed across the river in Virginia the charges for those could be brought in Virginia.

If he isn’t turning States evidence in a big way against people in DC I can’t imagine why he should be given a deal at all.

If what he claims is true:

If you break a Federal law in California, a Federal prosecutor can empanel a GJ and take action against you in Florida

Then it wouldn't matter where the charge is brought. But I don't really see the logic to it, or the claim of brilliance, yet.
