Because one is harder to tax than the other.

Marijuana is competition to alcohol when it comes to getting a buzz and it's much harder to evade taxes on alcohol than marijuana. Even the poorest among us - with nothing to confiscate if the tax isn't paid - can grow it.

I’ve made a lot of (untaxed!) wine at home. Even if you get very particular about your process (which I am); it just doesn’t seem to be much more difficult or time-consuming than growing and curing pot would be.
