Not necessarily, certain DOD Civilians attend the War colleges as well, perhaps non-DOD civs as well..
When I was a munchkin at Air War College there were two DOD civilians in the class. This individual is more likely USAR who went through the non resident program meeting once a week at a reserve center for two/three years.
