Then the fed spokesperson should have simply stated the reason they were not removing people from those areas was not because of "free speech", but due to the fact it isn't federal property and they have no jurisdiction to remove them.

I think the “Free Speech” quip was from the local police. The local (Portland) police have said that they are not removing the occutards because of “Free Speech”. I wonder if I put up a tent on sidewalk in front of the mayors house if I could also get the “free speech” exception.
