It should be pretty obvious, really. Prez has wide authority on immigration.
This ruling was a little slow in coming, perhaps, but eventually, if applied as it ought to be, should clearly justify holding ALL those who claim refugee status until their story can be sorted out.
To claim rights as a refugee, flight to the embassy of the country to which refuge is sought is the first and most probably successful strategy. Failing that, the border of the next nearest nation or principality is the most practical goal. Crossing two or more national frontiers kind of changes this into not a mere refugee flight, but a calculated invasion, with or without the complicity of the nations crossed in the intervening distance.
