My info show WTI up 5.5% above $69.

I would bet the your link showing WTI down is for the contract that expired a couple days ago. The current near month contract is up 5.5%.
Things get a little confusing at contract expiration on the 20th of the month.

Why not? If increased Chinese production of steel led to lower prices and increased imports, why wouldn’t increased crude production by OPEC have a similar impact? Seems like we ought to be putting tariffs on crude imports in the name of national security and to protect jobs in the Permian Basin.
