My theory is that Rosenstein was given blanket immunity to go after the Deep State, while Sessions did a head fake so that the DOJ wouldn’t appear politicized.

What I do know is that Rosenstein promised Trump that RR was on his team “up to the limits of his oath of office”.
RR lied and he broke his promise. He didn’t push the DOJ response to this OIG report to the line of his oath of office - not even close !
RR had huge discretion to do much more than he did. We got about what would have been expected if Sally Yates was still DAG.
I am one of those who believe Q is a real.
Q has stated several times "TRUST SESSIONS", but not Rosenstein. In fact, Q has put Rosenstein in the kill box [RR], meaning Trump and his team are going after him. Q also mentioned that it was RR that redacted the DOJ IG report.
We'll just have to see. One other thing: if they fire Rosenstein, then you those who believe Q will know that Mueller is "dirty", because Q said that if RR is dirty, Mueller is dirty.
