There is a better way, IMHO:

Build a border wall 10 feet back from the actual border. When an illegal is caught and their paperwork processed, release them into the US: the 10' of space on the other side of the wall and still in the US.

They can freely travel back into Mexico of their own free will. And any activists can help them, but since the area is only 10' wide, the activists will have to help them from Mexico.

And, now, the refugees and activists become Mexico's problem.
