You have nailed it. DjT looks the good guy to China and gets help with NoKor sanctions and thus the summit. He’s way ahead of the game. He also knows ZTE shouldn’t be operating in this country.
This is a great “good cop/bad cop” routine.
It allows for maximum pressure against ZTE, with Trump proposing moderate penalties for ZTE and Congress demanding stronger penalties.
It improves Trump’s leverage.
Currently there is no leverage against ZTE since the President overrode the Commerce Department. And good cop/bad cop works for partners. The President isn't a partner with Congress. If they overrule his actions then it makes him look weak.

Your perception doesn’t matter as long as the end result is stronger action against ZTE, it is a win for Trump.
