That was my take, as well.
For the Umteenth and bajillionth time a Special prosecutor will take YEARS to get anywhere, that is exactly the type of mindset that will keep things just as they are.
The DOJ now with the report has the authority to move ahead and already have been in ways many do not know about with well over 300 investigators in the field collecting. If you are hoping fop a Cops moment you have no clue as to the scope and scale of this whole conspiracy, and ferreting it out now diligently will pay dividends for decades.
A few perp walks may seem worthy, but as in any investigation of a conspiracy of this scale, truly global must be pulled out by it’s roots and not just giving it a short haircut
