It can impeach someone or it can send the sergeant-at-arms to lock them up somewhere on capitol hill. Trying the later at DoJ or the FBI would like get the sergeant-at-arms locked up in a much more secure dungeon instead and there are not enough votes to impeach anyone except maybe Trump because the Democrats unlike the Republicans never break ranks.
