And contempt of congress means what exactly? Nothing really. There are no consequences for it. Eric Holder was held in contempt of congress. It didn’t get him fired or jailed or reduce his pension 1 cent or have any other discernible impact on his life or behavior. Congress only has two powers to enforce its will. It can impeach someone or it can send the sergeant-at-arms to lock them up somewhere on capitol hill. Trying the later at DoJ or the FBI would like get the sergeant-at-arms locked up in a much more secure dungeon instead and there are not enough votes to impeach anyone except maybe Trump because the Democrats unlike the Republicans never break ranks.
There’s the third power - the power of the purse. Unfortunately, the budget has been set for two years. Congress would have to deauthorize the budget they’ve already authorized.
