Tollway board approves deal with railroad to allow O'Hare western access

The Illinois Tollway board on Wednesday approved a deal with a Canadian railway to allow highway ramps over train tracks just west of O’Hare International Airport, which will make possible long-anticipated western highway access to and from the airport.

By a 6-0 vote, the Tollway board approved a “letter of intent” with Canadian Pacific Railway at a special meeting. Under the terms of the letter, both parties agree to withdraw litigation against each other and to allow construction to go forward. The letter also permits negotiations to proceed on issues like air rights and right-of-way.

“This is an agreement that’s good for both sides,” said Tollway Board Chairman Robert Schillerstrom. “It’s good for our transportation network and it will create economic opportunity and jobs.”

The Illinois State Toll Highway Authority had sued the railroad in November 2016, asking the U.S. Surface Transportation Board to allow it to build ramps over Canadian Pacific tracks in suburban Bensenville. The railway had argued that the Tollway’s plan would interfere with its freight rail operations.

A compromise worked out after months of talks with the railroad allows the Tollway to build the ramps, but at a location about 3 miles east of where it was originally requested, said a source familiar with the plan.

A proposed western access highway to O’Hare has been discussed for two decades, and Wednesday’s deal comes 10 years after the Illinois Department of Transportation first began talking with Canadian Pacific to review ways to cross the rail yard.

Before they are done, it will cost literally thousands of dollars in tolls to drive coast to coast.

Monthly bills, food, water, housing, utilities, toll roads...

Why don’t the good people of this nation rise up and put a stop to this nonsense?

Damn it, we pay taxes on top of taxes on tops of taxes, and these swindlers force us to pay tolls on top of everything else.

It’s time for good old tar and feathering brigades across this nation. California needs them more than any other state too.

The crooks in Illinois - Mike Madigan, Dick Head Durbin and Mayor Rahm can’t even count the amount of money they made off of this corrupt deal.

Maybe so, but “air rights” over surface rights of way are a nineteenth century anachronism, themselves bred in corruption. No earthly reason why an overpass can’t be built over a railroad track, or even a rail yard, when we can build miles long bridges with no problem. Sorry, I say Chicago wins this one.
