The 17,000 individuals named in the NYPD’s gang registry are 99 percent black or Latino, Chief of Detectives Dermot F. Shea revealed this week, according to the Juvenile Justice Information Exchange. Shea, testifying Wednesday before the City Council’s Committee on Public Safety, was talking publicly for the first time about one of the department’s most popular crime-fighting tools. He said the database is 65 percent African Americans, 24 percent non-white Hispanics, and 10 percent black Hispanics. He said the average age of those included is 27 and that 1,460 of those listed are younger than 18.

What happened to the Asian gangs in Chinatown, the Russian mob in Brighton Beach and the remnants of la Cosa Nostra? Something in this report doesn’t add up.

Obama would say that report is grounds for a “disparate impact” lawsuit against the police.
He and Holder would say: The police should be told their arrests, not just the arrest records, should be “proportional” to the overall population demographics. After that proportion is reached for a certain demographic category, all others that fall into that category should not be arrested, just diverted into an “alternative rehabilitation” program. In other words, the police should manufacture arrest results so as to not have them represent “disparate impact”.

I think that are viewed/handled more like organized crime, than violent street gangs. Even the Chinese youth gangs are not really like the typical black and hispanic gangs. The Chinese gangs are pretty tightly controlled farm teams for older Chinese criminal networks. They make very little random street violence. They also overwhelmingly constrain their criminal activity within the Chinese and Vietnamese communities.
It has long been the case in NYC that while white guys for the same area might hang out together, fight together, and in some cases conduct crimes together like gangs, they seldom would adopt formal gang names or create enduring organizations. Folks would just eventually grow up, get married (or go to jail) and drift apart.
The only thing comparable among whites is motorcycle gangs, and they are few and far between in the city, nothing like the block by block demarcation of black neighborhoods into specific gang territories.
The enduring (multi-generational) violent street gangs with the teenager appeal, who make an ongoing visible show of how tough they are, how crazy they are (the hazards to pedestrian traffic), are just overwhelmingly black and hispanic.
And what’s the percentage of these who are here illegally?
Oh I forgot, “undocumented citizens” are mostly good and contribute more in taxes than they take from the government.

Simple fix: Recruit white kids to join gangs and commit crimes.
Simpler fix: Abolish the database.
Simplest fix: Offer pardons for gang members who join the Democrat Party.
When working for builders selling new homes every sales manager preached that if you don’t have bust outs, you’re not closing hard enough. One month I sold 5 homes with no cancellations. The boss told me I should have at least 20% bust outs. I told him “Do you want me to cancel one of the sales? That will give me a 20% bust out rate”. He moved on to another subject.
They need to start offering incentives to white kids to form their own exclusive gangs. Then they can’t be called racists.
