Now, what this report does a great job of is setting the stage for the next report, which will be the climax of Horowitzs work. Its like Act I of a three act play.
Here is the scene it sets:

Is the IG a permanent position? Or a Trump appointee?
Just wondering if the media can sort of say it’s just partisan/political....most likely they’ll just ignore it.
A year from now, all of this will have been swept under the rug and all but forgotten.
Appointed by Zero.
Riiiiiight.
The FBI is done. Never to be trusted again and for good reason. I'm not so sure the entire federal government isn't done. When the federal government secretly decides it's going to be in charge of the country instead of the American People we have a big problem, a very very big problem.
No, Obama appointed Horowitz.
As far as I know the Inspector General’s office exists to find wrongdoing within the government, I assume similar to the Internal Affairs division within a police department.
So my understanding is that Horowitz is the head of this particular investigation. He writes his report, perhaps recommends prosecutions, and then moves on to something else or some other case.
Oh sure, yeah yeah yeah. The Next one will be the one!
This IG was appointed by Obama, now reports to Sessions. Holder and Obama crippled his efforts so Horowitz worked with congress and the other IGs to get the IG Empowerment Act passed so they can do their jobs. Their job is to investigate and report on allegations of misconduct by DOJ/FBI employees, the DOJ decides whether to prosecute. Today’s report is a step in a long process that lays the groundwork for further steps.
As much as FReepers may wish otherwise, it’s not a crime to be a crappy FBI agent. Despicable as they are, those who we’ve been reading about have the same presumption of innocence as anyone else. The laws are clear about what is legal and what is not and as the FBI Director said today, they are not going to compound their sins by repeating the same mistakes as are identified in the report. They are going to do it by the book.
This report recommends process changes that obviously should have been in place long ago, since its inception. Even without criminal referral one would have to question why such a messed up organization should exist.
Wray can talk all he wants about the good people in the FBI but what says they get promoted? This is the kind of org that promotes on who you know with no processes in place to promote on merit.
Put a happy face on it all they want I hope Trump takes an ax to it and rebuilds it with decent people.
Accepting a bribe is a crime. Showing the appearance of being on the take is an ethics issue. IAD is the dept thats suppose that to watch this. Im sick of hearing the rank and file is ok horsezhit. They are all in it or witnesses.
This is getting to be like Lucy & the football or Wile E. Coyote & the Roadrunner ...
“this time for sure!”
UNLESS somebody who knows something solid steps forward, it looks like The Establishment has won again
Correct
Im so sick of this. When will somebody be arrested go to prison? Why are all of these people not already there? These people tried to throw OUR election. We elected OUR President fair and square. Who the hell do they think they are? Do they think that they alone get to decide who will be OUR President? PLEASE President Trump fire all of them and start over. Im tired of waiting on the next report to drop. Arrest some of these ba$tards. DO SOMETHING!
It will be painful for a lot of FReepers, but there will come a day when to admire the wisdom of Sessions to stay quiet and let all of this play out in order to set the stage for massive prosecutions.
Just watched the FBI directors speech. He is a condescending creep. One of those people you instantly dislike and do not trust. He oozes slim and didnt learn a thing.
This is a picture of an agency supposedly the nations premier law-enforcement agency that was out of control, overwhelmingly biased and utterly corrupt. That is a devastating picture.
Read, but dont focus on, executive summary/conclusions; those two sections were written post facto by administrators in FBI/DOJ leadership. Focus on substance of documented facts within the IG report. Youll note specific facts dont support the summary/conclusion.

Good point being made here: The IG report isn’t the final word. There’s enough in there (the report, not the summary) to keep the rest of us busy. (And who knows how much more in the first draft!) But today’s report was narrow in its scope and purpose, and there is much more to come. But not from within the bowels of the DOJ. Maybe Congress is getting mad enough to act on this.
