This was done the day after the FBI renew the Clinton email investigation and Hillary demanded to know what was going on.
Pg 426, 427, 428 and footnotes #217 #218 show Peter Strzok downloaded Clinton email Subpoena to his personal email on Oct 29th. Likely to share with allies (Clinton/Bharara and Lawfare blog crew) in advance of search warrant.
IG: "We requested access to Strzok’s personal email account. Strzok declined to produce copies of his personal emails." ,
As long as he didn’t intend to break the law........

One of the problems of having an I.G. investigation is the I.G. hasn’t the power to subpoena, threaten, or do bamboo shoots under the fingernails. Strzok got away with it so far.
Strzok should not just lose his job and pension. He should serve time in federal prison.

They do issue subpoenas just not grand jury ones. They are administrative ones.

Leaving aside that Strzok is *still* a DoJ employee, paid for by we taxpayers, would the following situation ever happen to one of us?
DoJ to Private Citizen: "Let's see your private emails."
Private Citizen to DoJ: "I decline."
DoJ to Private Citizen: "Oh, OK. Case closed."
Yeah, right. They would subpoena your ass before you could blink. But not Strzok; he doesn't even get fired for refusing to cooperate.
This is a major FU to the notion of equality before the law.
She’ll get drunk knowing she dodged another bullet. She might be tipsy but she’s laughing her ass off.
That’s all well and good. When she’s sober again, she will still be a Loser for two presidential elections. Thank God!
