“Vive” and “Viva” are both legitimate forms of the verb in Spanish but the meaning is different. “Vive” just means “lives” and “Viva” is subjunctive tense, which could mean “may it live!” or “long live.” That’s probably what that idiot was trying to express, but did not understand tenses and was too lazy to figure it out.
