I was in West Germany in 1990 when full reunification was in the planning stages. One of the West’s big telecom execs said that integrating the phones between east and west was going to be like merging an autobahn onto a one lane dirt road.
Very similar undertaking albeit that the chasm between North and South Korea are even greater.
One of my business colleagues (from Germany) summed it up thus "It is amazing how much creative and productive energy is unleashed when millions of people find themselves working real jobs rather than spying on their neighbors and engaging in bureaucratic make-work projects."
