Can you think of a legitimate reason why the DOJ would want to withhold this information from Congress?

Ultimately you’re correct, but doj cannot be trusted to do that, that’s why it has to go to Congress. But Trump needs to declassify everything and have it posted. I cannot think of a legitimate reason. They would not give it to Congress, but several illegitimate oned
