They sure do, and they are strictly enforced.

Police in some states enforce more than others. If an incident occurs, enforcement is likely and will in most cases also affect the outcome of the incident case. On whether or not someone was intoxicated, if no sobriety test was administered, the judge will have discretion to decide according to witness testimony, other evidence, etc.
