Keep in mind that Strzok, Preistap and others are cooperating with the Horowitz probe. From there, Horowitz develops the leads, draws up the witness list, hands the list to Huber, who takes it from there. Huber compels the witnesses via subpoenas to appear before the grand juries. Huber can then build criminal cases.
