Rosenstein also remains in place. And it's been argued that he has two purposes.
First, to keep the Mueller investigation going. Second, to stop any investigations of the Deep State.
It sounds outlandish, but it sure looks more plausible with each passing day.
With each passing day without any indictments, argument two looks more plausible.

Cue the scene from Terminator where the hero explains to Sarah Connor that the terminator will never stop, it's what he does, it's all he does. That's Mueller. He's got one goal, Trump is his Sarah Connor. He has to be dipped in molten steel and then maybe he'll stop. Then the deep state will send another.
It seemed to me the thing that was the most exciting to him at his confirmation hearing was the discussion of getting a personal chef as A.G.

You are absolutely right. Mueller has no reason to stop. He has an army of hack investigators with an unlimited budget. He completely ignores any congressional oversight while he torches the constitution. And who could possibly reel him back, (here’s the punchline) Sessions and Rosenweasel. I’m still waiting for Sundance’s promised January, March, May Horowitz Boom. Trump’s incredibly successful first term will ensure his re-election but Mueller isn’t going anywhere.
Sessions is either playing 4D Swamp chess or honest AG checkers.
I think tic-tac-toe or tiddlywinks is more in Sessions wheelhouse. I use to think he was a smart guy when he was my Senator but I have since concluded he was either putting on a good act or his promotion/selection to A.G. resulted in one of the best examples of the Peter Principle ever.
Mueller has certainly done a terrible job. It’s interesting though that this is despite the fact that Dems everywhere have been crowing about Mueller’s prosecutorial genius for the last year. If even a genius like Mueller can’t find anything that’s pretty good evidence that there is nothing to see.
Pray to God that he (Sessions) will be given no peace until he begins to act the man.

It does seem at this point that the Mueller affair is actually going to boost president Trump’s popularity. When Mueller is gone it’s back to railing on Chuck and Nancy who are boring. Oh and Jeff Sessions still sucks
Mueller’s only purpose was to get fired by Trump ... so Trump could be charged with obstruction of justice for derailing the investigation.

And Trump/Sessions were careful to put two compromised people in charge — Rosenstein and Mueller — so they could be later discredited/indicted as complicit in the conspiracy.
And now, after more than a year of witch hunting, it’s only fair that the guns of justice be turned on the traitors.

The election will pit trump against a Libertarian because there will be no Democratic party to field a candidate
The Manafort, Flynn and Russian Facebook cases are about to unravel. Mueller will lose momentum and political capital. Without mo and capital in DC you’re as alone as a leper with diarrhea.
