Ethanol absorbs water and keeps it in suspension instead of water settling to the bottom of the tank. On older cars, the intake was at the bottom of the tank. Newer cars (fuel injection), the pump is in the tank and intake is close to the bottom but not on the bottom.
What is the source of water? humidity condensation on cold gas. Maybe the neighbor kid................

Because it is a fuel stabilizer above all. However its formulated for stabilizing ethanol based fuel especially to prevent phase separation.
Ethanol free gas is not available in my area so its a moot point for me.
