Clever. The idea is to limit the agents' effectiveness by bogging them down in paperwork.

Exactly, can you imagine the paperwork and time consumed with something like this?

As Red Badger says, she’s grandstanding and I agree but this is just a waste of time in the Senate.

Not a very good idea, could backfire on her.
Just find an enterprising young guy or gal with a bureaucratic twist of mind to create a “CHECK THE BOX” type of form.
Just interview about 10 or 12 ICE or Immigration agents and find out what they use for tells, and the general questions they ask suspect immigration violators.
About 50 to 100 questions, or noticeable tells, in a yes or no check the box format.
Such as:
1: Did the suspect try to suddenly leave the area when
the agent appeared.
2: Was the suspect dressed in a manner that was unusual
for the area and time of day.
3: Could the suspect speak English in a standard manner.
4: Could the suspect provide proper identification that a
regular police officer ask for in the performance of
his duties.
5: Could the suspect give a residencial address when
asked, without an unreasonable pause for thought.

I lived in So Cal for many years and got to the point where I could spot an ILLEGAL from 50 meters, and if I spoke to them, in about 2 sentences.
They are not that hard to pick out, and if all you have to do is check off about 50 or a 100 boxes, it shouldn’t take more than 3 to 5 minutes.
