This is a confusing story. I read the email, and while it mentions spying on diplomats, I don’t see anything about DNA stealing mentioned.

Same here. No mention of biometrics or DNA in the E-mail attached to the article.

This particular e-mail is not the directive. A directive was sent out to collect biometric data, this email’s purpose was to try and get some positive spin regarding stuff that was leaking out.

I don’t know if the directive has been released by anyone, or is still waiting to be released. Here’s an article in the Guardian that explains in detail:
