There are only three reasons for Mueller's actions:
A) Mueller is stupid
B) Mueller is just putting on a show
C) Both
I for one can't make up my mind which answer is correct, however, I lean heavily to option C.
Mueller’s also very butt-headed and impervious to exculpatory evidence — five years trying to frame the innocent guy in the anthrax case, and keeping the innocent guys in the Boston case locked up.

I was reading some Hillary quotes the other day, keeping in mind she is speaking the party platform. Beyond Trump, the communists want to identify who has money and how they made it. And then they want to take it ‘for the cause.’ Starting with the ‘easy’ targets, those labeled as ‘conspirators’. Mueller seems to be onboard with that playbook. To wit:
