Build a friggin' dorm.
Include housing in said dorm as part of the compensation.
That will eliminate per diem reimbursements or housing payments. It can be very lavish, who cares?
Otherwise, absolutely ZERO allowance for personal residences or offsets for MD or VA pols who drive to work.

I think one of the reasons there is such a push for a higher minimum wage is that raising the wage floor is very price inflationary. For some reason, real estate prices on the coasts are skyrocketing while wages are not.

Years ago Dick Army from Texas did that and the RATs passed a special rule to make him stop.
It might be best if each state established an embassy in D.C. where their Senators, Representative and other dignitaries could stay for free. Making them a little beholden to the people they claim to represent.

Make it very hard for lobbyists to buttonhole them en masse, and it will stop a lot of corruption as well as prevent a lot of unnecessary laws.
