Cruz did not want the 2018 Appropriations Bill or a couple of budget extensions to keep the government running for a week or two; Cruz was against the immigration bill (DACA); Cruz wanted to impose sanctions on N. Korea and Russia, and Cruz opposed the sales of some arms to Saudi Arabia.
