Why wouldn't he if, with Russia's help, he thought he could get away with it and that Trump wouldn't do anything about it?
Yes, chemical weapons cause less damage to cities and are more effective at wiping one's enemies. That would be the reason Assad has used them more than 50 times.

On all these kinds of things there are back channel talks going on. My worst fear is that Trump is trying to demonstrate toughness against Russia to blunt accusations of collusion. I hope he and ,Putin have some kind of understanding.
