That’s what I first thought, too. But, after additional reading, I concluded “Lack of candor” is far worse than lying. Lying and “lack of candor” are not synonymous. It includes lying, but also includes not telling the whole story, so it is far more encompassing.
Do a document search, and everywhere the words “lacked candor” are, replace with “lied”.
Orwell triumphs!
This really does make perfect sense. When a democrat is found to simply lack candor, a republican doing the same, plainly lies and must be prosecuted.

DOJ just issued the McCabe report - which is a total disaster. He LIED! LIED! LIED! McCabe was totally controlled by Comey - McCabe is Comey!! No collusion, all made up by this den of thieves and lowlifes!

This report makes McCabe look like a pretty slimy guy. How ever the only criminal allegation involved his lying about authorizing a leak. He told lies to multiple investigators on multiple occasions. His intent to remain involved in investigations involving Clinton are made clear. He likes to throw others under the bus. Kind of hard to describe it all. It needs to be read. But I think McCabe obstructed justice in more ways then he has been investigated for here. The whole intent of this investigation is restricted to the media leak. So I don’t know if his name could come up again in some other report?
In any case why can’t I find any references as to the suggested penalties for FBI Offense Code 2.5, and 2.6? I can’t even find law references. Is it even legal law or just some kind of internal code?
No. A citizen showing a lack of candor to the Feebs goes to federal penn. A Feeb showing lack of candor to Congresd goes on Colbert.
This report makes Comey look like a victim. Nothing bad about him at all. Lets hope there is going to be more in some other report.
Now try finding any suggested penalty for those codes. Because I could not.
so if I don;t ell the truth it's LYING or PERJURY, but when the fbi does it, is LACK OF CANDOR... now i get it
