Legalize all plants. Period.
Otherwise they become literal money trees for criminals. You simply can’t outlaw a plant that’s worth more than gold and people are willing to kill/steal for. Any attempt only makes it more profitable and increases corruption.
There is so much profit in outlawing drugs that cartels have bought every government on Earth. Our cartels just happen to produce more profitable patented synthetic versions of the same junk. Paid for by the taxpayers and delivered by the 18-wheeler load to pharmacies on every corner...
