Like saying you were a survivor if you were in NYC on 9/11. You are a survivor if you are wounded and lived or survived Bataan death march, Pearl Harbor, Iwo, D Day etc.
Im a survivor of the San Bernardino terrorist attack because I live an hour and a half from San Bernardino so that makes me a victim :-)
