President Trump tweeted something very suggestive this morning, indicating that he may use the powers of the executive to work around the $1.3 trillion abomination’s limitations on the border wall:

1) Let's talk about what the President can and can't do for this Omnibus Bill. There's a lot of discussion both ways so let's examine how money gets allocated & spent in the US Government:
1. Congress allocates money to be spent. The President spends the allocated money.
2. Once Congress allocates money, their job is oversight of the money being spent. They don't spend the money and have no say HOW it gets spent as long as it's spent legally. That's their job to monitor with oversight.
3. Once the President is given the money with the instructions to spend it, he has a number of choices to make in spending it. There are some rules he has to follow & some of the money is fungible and some isn't.

I agree with the thrust of your post. The foregoing sentence I am going to quibble with slightly. We don’t know why he did that. There might have been some last minute effort on the part of some group to do X and Trump said “if you do, I WILL veto:”

I think you can’t understand the point.
The omnibus bill concept extends to the military appropriations. That is, the military omnibus includes the wall appropriation.
Military appropriations are not being repurposed but were for the security from the outset.

I must confess that it was the multiple threads here that explained that the wall is included in the military appropriation that influenced my thinking. The various citations of detailed chapter and verse can’t be understood unless the various cited documents are at hand. I don’t have those cited documents.
However, so far, I have seen no such interpretation on Fox news yet.
I have to confess that I miss a lot! I’m super overprotective of our boots equipment situation, too, and have a very quick temper. I’ll do some research now, but didn’t get a lot of sleep so I’ll have to bookmark them for L8R. I never equated the wall funding with the defense dept so I probably didn’t read about it.
