President Trump hints he may use Defense budget to build the border wall now

President Trump tweeted something very suggestive this morning, indicating that he may use the powers of the executive to work around the $1.3 trillion abomination’s limitations on the border wall:

Because of the $700 & $716 Billion Dollars gotten to rebuild our Military, many jobs are created and our Military is again rich. Building a great Border Wall, with drugs (poison) and enemy combatants pouring into our Country, is all about National Defense. Build WALL through M! — Donald J. “Build WALL through M” sounds like a plan that John Salisbury outlined in a Twitter thread yesterday.  Rather than embed each tweet, I will post their contents below. Readers who want to reference an individual tweet may visit the link above to review the entire thread.

1) Let's talk about what the President can and can't do for this Omnibus Bill. There's a lot of discussion both ways so let's examine how money gets allocated & spent in the US Government:

1. Congress allocates money to be spent. The President spends the allocated money.

2. Once Congress allocates money, their job is oversight of the money being spent. They don't spend the money and have no say HOW it gets spent as long as it's spent legally. That's their job to monitor with oversight.

3. Once the President is given the money with the instructions to spend it, he has a number of choices to make in spending it. There are some rules he has to follow & some of the money is fungible and some isn't.

The process is that Congress AUTHORIZES money (which was what the Omibus did)-—”permission to spend”.

So you give your kid a $10 allowance per week. That’s what he can spend. He says I want to go to the movies.

OK, you say, here’s $5 of your allowance.

That’s the APPROPRIATION. Not all is appropriated at once. Congress watches what you are doing with that. Johnny spends the $5 on a couple of joints, you say,

Sorry, you don’t get the rest of your allowance until I’m convinced you will use it for what I intended.

Having worked on the X-30 research plane program, I saw this over and over. A failed test and Congress would slow the money until we fixed what was wrong.

So Trump “might” move a few million here or there, but when Congress sees it isn’t being used as planned, no more appropriations.

On the “planned parenthood funds”, Richard Nixon tried not spending funds on stuff he didn’t want. It was called “impounding” the funds. The courts struck this down. The only time historically impoundment is allowed is for reasons of “efficiency” (i.e., planned parenthood wasn’t killing ENOUGH babies) or “economy” (i.e., they found a way to do it cheaper, but weren’t).

Ike, JFK, and LBJ were all allowed some impoundment on these grounds-—NOT on grounds that the pres doesn’t like the program or wants to spend the money differently.

I think all of us want butterflies, rainbows, and unicorns to emerge from the Omnibus bill and the President’s tactics. Yet I urge patience to see how this turns out.

NO WAY, NO HOW! Those two idiots would have been blabbing it all over the place how “THEY” duped the demodummies. NO, Trump did this all on his own WITHOUT any help from those two. The “Art Of The Deal” in all it’s shining glory.

I was quick to criticize Trump for signing that bill myself and can say without hesitation, I TOO WAS DUPED. He is one smart “negotiator”.

That too is a possibility. But I disagree that Ryan and McConnell would be crowing about how they duped the Dems. If you notice, they really didn't say much at all after extolling the virtues of the bill (Military spending). Staying mum would actually be the smart play.

So, perhaps you're right. But while I agree that POTUS is a LOT smarter and tougher than any of these idiots give him credit for, I have to wonder... Trump HAD to know what was coming before even the House passed it, and yet, after the meeting with R & M, he agreed to sign it. So either he had come up with this strategy on his own in short order (certainly a possibility), or the three of them discussed it at that meeting.

I would trust our military to build that wall far more than any private enterprise and they will make pretty darn sure there won’t be any sabotage.
They built the Alaska Highway in record time. Sure it was a bit rough for a long time but it got done.

I get what you are saying, but will Congress be vigilant on this issue? Congress let Obama play all kinds of financial tricks regarding the funding of Obamacare, stealing money from one institutions budget and transferring it to another (this is what Jerome Corsi reported on).

This may well be the road to burying the Democrats in the mid-term elections.

If the House Republicans pass a bill giving those who signed up for DACA either a pathway to citizenship or even outright citizenship if they meet certain requirements, along with pathways for citizenship to their parents.

President Trump already laid the groundwork by laying blame at the feet of the Democrats for abandoning them in the Omnibus bill.

While I am not really happy with this tactic, rewareding what were criminal acts, the results may end up paying huge dividends. The RINOs' who are bailing may be replaced with people who support President Trump, and the same may happen with other RINO's, or they may even go with the prevailing winds. They may even end up with such huge majorities in both Houses of Congress that they can weild unfettered power. Either way it may end being a coup d'état for President Trump to destroy the attempted coup d'état to remove President Trump.

The minute my husband heard the defense allotment, he surmised that Trump was planning on using some defense funds to build the wall. I said , “No way.” Time will tell, but it appears that was the plan.

A day or so ago I replied to a Freeper who was commenting back to many anti Trump comments from Freepers that............. “I Agree”.

His simple but tip of the spear point? “I Trust Trump”.

I think all Freepers should consider the same mindset.

No. The "Omnibus" is an appropriation. The title is "H.R. 1625: Consolidated Appropriations Act, 2018."

The authorization for Defense was passed in December. It was "H.R.2810 - National Defense Authorization Act for Fiscal Year 2018."

I have to stop myself from reading some of these threads. Seems like nobody wants to educate themselves on how Federal budgeting works, although resources are a Google search away.
