Can’t teachers do both? What if a teacher is ex-military?

Why shouldn’t he be armed to protect? How hard is it to train someone to handle a gun in an intruder situation?

Why can’t they defend inside their rooms if you don’t want them out in the halls shooting?

Yes. Those that refuse may need to be dismissed, especially if they otherwise are a whackjob or suck as a teacher.

What if a teacher is ex-military?

I would posit that they would be a far more preferable hire.

Why shouldn’t he be armed to protect?...Why can’t they defend inside their rooms if you don’t want them out in the halls shooting?

I strongly believe protecting their kids should be a top priority, even if it is the innermost perimeter of layers of security.

How hard is it to train someone to handle a gun in an intruder situation?

Probably harder than we think when considering the typical RAT whackjob NEA teacher.
