Dear Mr. Speaker: (Dear Mr. President:)
In accordance with section 7058(d) of division K of the Consolidated Appropriations Act, 2018 (H.R. 1625; the “Act”), I hereby designate as an emergency requirement all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, for the accounts referenced in section 7058(d).
The details of this action are set forth in the enclosed memorandum from the Director of the Office of Management and Budget.

I wouldn’t get too excited. But, as others have surmised, it may be a ploy to fund the wall. Take progress when and where you can and use whatever means are at your disposal...at the very least, it appears that Haiti will be getting more USA aid...

In the first Beanz link she discusses the POTUS letter and links to a document - 251(b) (2)(A) (ii) ofthe Balanced Budget and Emergency Deficit Control Act of 1985. The second page of the doc, at the bottom shows another $17 billion plus change under Operation and Maintenance, Army.
Perhaps he’s going to exercise his authority to re-allocate billions of dollars from the omnibus spending bill for other purposes.

On a Twitter link IIRC, someoe said that $80bn is designated for the Army Corp of Engineers for “National Security purposes”.

If the Army Corp of Engineers builds the wall for “National Security purposes” out of that $80bn, that would take it TOTALLY out of ANY private sector and Fed Gov “control”.
That’s what I think it is. 251(b)(2)(A) is referenced throughout the bill. Money seems contingent on that.
That's because they let the ignorant, mouthy, stupid, arrogant little sh*tbag get away with anything he wanted because no one wanted to point out that the first "black" President was a simple minded sh*t for Brains that didn't know what he was doing.
Had they told him "You can't do that", everyone would have gasped at the temerity of correcting the first "black" guy to hold the office, so they all just turned their head and looked away while this idiot did what ever he wanted. Nobody wanted to be thought of as a "RACIST!!" for holding Obama to an ordinary standard of behavior.
It was the "soft bigotry of low expectations". Trump will be held to the law, even if Obama got away with ignoring it.
I'm happy that the country decided to prove how "non-racist" it was by electing a black guy. I just wish we had had the good sense to elect an intelligent sensible one instead of that imbecile.
None of that is about the letter that is the subject of this thread. That letter refers to 7058(d)of the omnibus bill. Post ten quotes 7058(d) of the omnibus bill. What’s in 7058(d) amounts to about 145 million.
Tracy is commenting on other parts of the bill, not 7058(d).

Correct, do not forget that The President declared a National State of Emergency with his EO of late last year and added to it and amplified its reach with further ones issued this year, 82 Billion for ACoE to use for the wall etc.
In short Yes the illegals are deemed to be Enemy Combatants (Like MS-13) and others and the wall is a necessary component to keep out illegals from wherever. This is why he is using the Army Corp of Engineers so there are no contracts to be ratified etc. and they are already on the way to get er dun!

BTW the bill was not a budget but a spending bill or in other words and extension of the budget the dip-wads in Congress never passed, and it expires in I believe Sept of this year

I’m not certain, but I believe there was a specific prohibition on using any of the prototypes.
To be compliant with that verbiage in a literal manner it seems that the President can take any of the 30 foot high prototypes and make them 30’1” and he’s not in violation.
As a good measure he could add inscriptions along the top of all sections (in Spanish and English if he desires) “Making America SAFE Again). [I didn’t see THAT feature on any of the prototypes, either.]
He is one heck of a counter-puncher, after all!
