Congressional leaders finalized a sweeping $1.3 trillion budget bill Wednesday that substantially boosts military and domestic spending but leaves behind young immigrant Dreamers, deprives President Donald Trump some of his border wall money and takes only incremental steps to address gun violence.
As negotiators stumbled toward an end-of-the-week deadline to fund the government or face a federal shutdown, House Speaker Paul Ryan dashed to the White House amid concerns Trumps support was wavering. The White House later said the president backed the legislation, even as some conservative Republicans balked at the size of the spending increases and the rush to pass the bill.
Talks continued into Wednesday evening before the 2,232-page text was finally released.
No bill of this size is perfect, Ryan said. But this legislation addresses important priorities and makes us stronger at home and abroad.
Leaders still hoped to start voting as soon as Thursday. A stopgap measure may be needed to ensure federal offices arent hit with a partial shutdown at midnight Friday when funding for the government expires.
Negotiators have been working for days and nights on details of the bill, which is widely viewed as the last major piece of legislation likely to move through Congress in this election year. Lawmakers in both parties sought to attach their top priorities.
Two of the biggest remaining issues had been border wall funds and a legislative response to gun violence after the clamor for action following recent school shootings, including the one in Parkland, Florida.
On guns, leaders tentatively agreed to tuck in bipartisan provisions to bolster school safety funds and improve compliance with the criminal background check system for firearm purchases. The bill states that the U.S. Centers for Disease Control and Prevention can do research on gun violence...

Last month, Kentucky Sen. Rand Paul triggered a brief government shutdown over his objections to the deficit spending. On Wednesday, he tweeted his opposition to the emerging legislation, known as an omnibus. Its a good thing we have Republican control of Congress or the Democrats might bust the budget caps, fund planned parenthood and Obamacare, and sneak gun control without due process into an Omni ... wait, what? Paul tweeted.
Exactly. They can spend $1.3 TRIILION (a Trillion is a THOUSAND BILLION), but cannot give the President $25 Billion for the wall?
Ryan and McConnell are enemies of the President.
Abbott and Costello need to go
- Here is a clue: don't abuse drugs, become a druggie, illegally sell drugs, illegally push drugs, or waste your life high on drugs. There, I just saved $4.6 Billion that can now go towards wall funding.
Child care and development block grants would receive a huge $2.4 billion increase to $5.2 billion.
- Take care of your own damn kids, don't become a single mother baby momma, and don't make the rest of us pay for your children. They are YOUR children, not mine. There is another $5.2 Billion that can be put towards the wall.
Head Start for preschoolers would get a $610 million boost, while an additional $2.4 billion would go for child care grants.
- Head Start is nothing but a welfare program for baby mommas. "....comprehensive early childhood education, health, nutrition, and parent involvement services to low-income children and their families." What a joke! What these children need is two parent families who are married - this $3 Billion is nothing but welfare.
They want to lose the midterms. It’s obvious.
The group discussed how they could better sell the package, said the official, who was granted anonymity to discuss the private conversation.
The mere fact that they know they have to "sell the package" means they know it is loaded down with welfare pork, while it does NOT fund the border wall.
But they won't fund the wall.
I think they are bribed and bought off, and also committed to Globalization and the New World Order. There is no other explanation.
The GOP prefers to be the minority, so they can make promises
they will never keep.
Ryan and McConnell are enemies of America.
The $1.6 Billion is only to install "fences" and "maintain" our current border. Funding for new border and ICE agents was removed from the bill, along with full funding for the wall.
Yea I’m done actively supporting Trump. This is a hugh loss. Playing a long game with Congress is how we got in this mess.
They never learn.
They never learn.
As a conservative, you CANNOT “out-liberal” a real liberal.
Do this, and the real liberal will beat you at the end of the day. And they will beat you because it is genuine for them and as a conservative, it is not genuine for you. You are simply pandering, hoping for votes.
I am all for increasing military allocations. But not the rest of it. I hope it won’t, but I fear this is going to end badly.
So, before we rush to say PDJT should veto it and create a huge event, perhaps praying for his protection and his wisdom is 1st order.
Here’s the diffeQ/calculus he faces:
Republicans McConnell and Ryan want to lose because they sold out the U.S.. to China and other globalist...they don’t want to be in the majority, they are trying to throw the election to be in the minority so they can get richer and impeach PDJT. Not signing said budget bill will help expedite that impeachment. PDJT has to drag said enemies across the finish line to a victory of sorts that they don’t want. And we complain? It is a miracle he is still alive...
That math equation has never been solved and is akin to dividing by zero.
These aforementioned globalist traitors are the puppets of masters whom eat flesh of aborted babies, rape children, drink their adrenochrome blood, worship satan for world power...know they enemy. Pray harder and complain less.
That is OK though. It will be signed wait and see. The reason. Because it heavily funds the military machine.
WE ARE WINNING NOW!!!!!
We don’t want the poor drug and human traffickers losing their jobs. /s.
Why do you blame Trump for the fact that the majority of Congresscritters are actively trying to undermine his agenda (and, by extension, that of the American people)?
Have you not noticed that career politicians refuse to actually do the will of the people? That every action they take is calculated to cement their power over the people?
Since President Trump does not have dictator powers and cannot oust Congresscritters who are drunk with power, what do you think he should do? How does he force them to conduct the people’s business when they refuse?
Then don't sign it!!!!!! Honest be damned. This is a waste of our damned money and these drunken politicians (including the President) have no need to do this kind of wasteful spending.
TEXANS......get us the hell out of this failed UNION. Call your State representative and TELL them to support the #TEXIT initiative. These clowns in DC are taking us further down the rat hole.
The president has let us down. While campaigning President Trump told us several times every day...... “Mexico will pay for the wall”
It seems to me that statement is the Trump equivalent of “if you like your doctor, you can keep your doctor”
I have seen no evidence of any attempt to extract money from Mexico
