Of course they ignore the specs that can afford to buy credits to continue on as they always have. In other words, the specs that provide the lowest amounts of "pollution" will have to further reduce their usage of resources causing "pollution" and settle for a lifestyle unknown to modern man, even in shite holes.
I'm sure I just won an honorary degree at some prestigious Ivy League Institution of higher learning, with my politically correct & oh so insightful answer. I think it might even get me a PhD. 8>)
