I wonder what percentage of them are actually employable. They may be taking drugs to medicate themselves.
What comes to mind is the song "King of the Road." Some of these people prefer to drift, just doing their own thing & expecting everyone else to support them.

They do not want to be off drugs. What is left of their brains, are content with the lives they presently live.
Only 10 percent state they want assistance. Whyis that so?
It is so, because assistance comes with strings, rules, etc.
And they don’t want rules.
Gotta get rid of the illegal alien

of entry level and construction jobs.
Has anyone seen a study as to what
most of the homeless used to do
before they were homeless? Even vets
had an MOS in the military, a job
that could be carried over to civilian
job markets.
A lot of people are homeless because
the incentive or ambition is no longer
there.
This is, of course, my humble opinion.
I vote to help those who are not using alcohol or drugs and have not assaulted anyone.
Build prisons and arrest them for drug abuse and vagrancy. Back when we had such laws, I don’t remember this rampant problem. It’s not just confined to The People’s Sewer of Kalifornia.
