Probably just a legality...but everyone knows what they mean.

For the same reason that in Congress, they call each other, “My honorable opponent on the other side of the aisle.”
It is called “The Political Minuet”, wherein they dance around the truth but never go anywhere.
Because then they’re accusing him of, Perjury and the next step would be a Grand Jury and indictments. And, the case would be pretty strong against him and rather easy to prosecute. Document his public statements, compare to what they learned in their investigation and what’s in the OIG report. No much wiggle room, right there. It’s basically, give us a bigger fish, cop a plea or go to trial, found guilty and do some time.
On top of that, any case he ever worked, will now be reviewed by defense attorneys and they’ll be filing to have convictions overturned, etc.
