You left off the Chinese and everybody else - as is any modern state (or large criminal enterprise!) with Internet intelligence gathering capability. Being security incompetent and down right stupid is just a dinner bell ring of “Come and get it!”.
You are right. To list all the possibles trying to hack the US would be a mammoth task and would include many whom we would never suspect.
How long would it take a cyber expert to figure out Hillary had an unprotected server at home and hack it? It was full of State Dept classified emails.
