Actually yes. They have a duty to notify their command where they are headed to. It’s a 10 second call over the radio or cell. They needed to let Miramar PD know they were responding. You can’t just freelance, it’ll be chaos.

The problem is that there are dozens of people making that 10 second radio call and the people actually at the scene can’t get on the air. In the real world of policing, when a giant event like this pops, you shut up and go. Also, for at least two decades the “command” miles away cannot be the decision makers. That falls to the highest ranking person AT THE SCENE.
