This should go without saying but I'll point it out anyway: all sorts of governments and private entities attempt to gain influence with politicians through support of their campaigns, both overt and under the table. Attempting isn't illegal.
Now, what happens if there actually is influence is another matter. For example, if the Russians were to have given a Cabinet secretary $145 million shortly before being granted purchase rights for a significant fraction of, say, uranium ore, why, I'm sure Mueller would be interested in that.

This guy is completely off his chartered mission and trying to orchestrate a full on coup.

Personally believe Mueller is pushing the envelope trying to piss off Trump. Trying the tactic of making Trump come unglued to the point he fires Mueller. Mueller, and the Democrats, Deep State, Establishment are champing at the bit for President Trump to screw up, and fire Mueller, or Sessions for that matter so they can claim cover up, and instigate impeachment.
The actions of Mueller I interpret to be taunting, bullying type tactics in attempt to cause President Trump to fire him.
It’s a tactic he should know won’t work, but then he’s one of the flock.
A tack that would indicate Mueller's investigation is actually over, and he's just pretending it's not, running up the bill until somebody notices.
