In the aftermath of 17 students and teachers being gunned down at Marjory Stoneman Douglas High School in Parkland, Florida, schools, colleges, and universities are reevaluating campus safety and taking a closer look at their active-shooter protocols. There are questions about how this could have happened when there were so many signs for earlier detection. In a three-part series, we will examine a local well-publicized case involving the University of South Florida where an incident was detected at the Tampa campus but went unreported by the USF police department and how the failure to take appropriate action could have just as easily led to dire consequences.
Part I: The FBI is not Alone in Dropping the Ball in Parkland School Shooting
Tina Jensen, Fox 13 News, reported that on the night of June 27, 2015, an office on the Tampa campus of USF was burglarized. The perpetrator broke into the USF Registrars office, which is one of several offices located on the campus in the Student Services building. The burglar triggered an alarm but not before taking some unusual items, including a computer hard-drive, transcript paper, and supplies. When USF police responded at the scene to the sounding alarm, the suspect was still in the building, hiding beneath a desk. The USF police were unaware of the suspects presence and vacated the premises, leaving the suspect at large. Later when surveilling video, the USF police saw the male suspect and identified him as an Iranian student in the College of Engineering. Jensens investigative report for Fox 13 focused on the fact that the burglary at USF was not reported by the University Police until 21 days later, even though university police positively identified the suspect and questioned employees, including several workers in the USF Registrars Office about the incident. As Tina Jensen with Fox News reported, the information on the USF Police Website was "vague" and did not bother to say where the burglary occurred.
The University of South Florida made a conscious decision not to report the incident, though it was clearly a newsworthy event. Jensen was dogged in her efforts to get answers but eventually Fox 13 dropped the story. It would appear on the surface that this was the end of it. There was nothing else to tell; no story here. However, nothing could be farther from the truth. Another burglary was committed the night of June 27, 2015 by the same perpetrator at the USF College of Engineering. This second burglary was not reported AT ALL, though the USF police department had specific information about the crime. USF police did not apprise the Florida State Attorney of the crimes. Because of that, a warrant was not issued nor the suspect formally charged until nearly one year later. The Iranian suspect was able to flee the country to the Middle East (Iran or Iraq) and could possibly reenter without detection.
Colleges and Universities are required to report campus crimes which occur on-campus, adjacent to campus, or off-campus when associated with the institution under the Clery Act. In this case, the students were not notified of an event that could have easily impacted not only their safety, but privacy. Local law enforcement officials not associated with the USF police concluded that the suspect may have been armed since he boldly broke into two alarmed offices at night. A short time after, the suspect fled the country.

Sounds like that Iranian was flunking MEC ENG 201 and decided to make his own darn transcript and go home.
Now he’s budding salesman in Iran that sells American transcripts and diplomas from USF for a pretty price.
So, he basically got away Scot free, can re-enter the country through the porous borders, and break more laws? Any trace of accountability from the campus cops?
So did the University change out their transcript forms.....?

Registrar’s office? Sounds to me like they’re trying to fake transcripts for people to go to other locations. Sure we have safeguards in place but people can be coddled into thinking that there’s a glitch with the computer record of the transcripts from USF if he has the paper documents to prove that he was there, we’ll just ignore that. Brr...
