Cruz was a Russian orphan adopted by the Cruz family- had the signs of being a Fetal Alcohol Syndrome baby, very common among both Romanian and Russian orphans.
A lot of confusion out there on this point.
Most just assume Cruz is Hispanic.
This is the first time I've seen something different.
If Fetal Alcohol Syndrome is really the root cause, perhaps there's a predictive power in that diagnosis which could help prevent future such events?
