The parts of the virus are only "active" in the sense that they (the parts) can initiate an immune response in a recipient. They can't replicate themselves once inside the body (they can't infect a cell and force that cell to replicate the virus, like intact virus particles can). This is because (among other reasons) the "parts' used in the vaccine aren't a sum of the total virus. Only certain portions of the virus are used in the vaccine (not all the "parts" in other words). More specifically, the portions used in the vaccine don't contain the genetic material to build new viruses.
