I hate misleading headlines like this.
It's not the President's job to implement an agenda. It's the President's job to implement the agenda Congress lays out for the country.
It's pathetic how easily even so-called "conservatives" as so damned ignorant about U.S. civics that they accept the idea of an imperial presidency without any question at all.
Congress writes laws. It doesn’t establish national agendas.
That is wholly the Executive Branch.

The President can present bills to congress for their approval.
