With funding, a secure system of physical walls/electronic devices/suitable structures per terrain. etc. could be completed within 18 months by separate local contractors. (For example, see WWII)

Easy ‘fix’ w/ one line:
Make the rest of the bill contingent upon the finalization of tho last panel put into place and signed-off upon.
IE: Don’t start any ‘timer’ until the wall is DONE *FIRST*
