The article is a bit confused.

The old man sitting next to Kim Yo-jong (Kim Jong-il’s sister) was named but not identified.

He is Kim Yong-nam, the President of the Presidium of the Supreme People’s Assembly of North Korea, the “nominal head of state” of North Korea.

He anchors the Kim family and his presence is far more important than Kim Jong-il’s sister.

Kim Yong-nam has little clout. He is not part of Kim family, nor a power behind the throne.
